The holder of a mining lease desirous of seeking modifications in the approved mine closure plan, shall submit to the competent authority for approval setting forth the intended modifications and explaining the reasons for such modifications.

The competent authority may approve the modifications as submitted under clause (1), or approve with such alterations as he may consider expedient.
