- The Chairperson of the Authority shall exercise the following powers, namely:-

1. matters pertaining to staff strength, wages and salary structures, emoluments, perquisites and personnel policies with the prior approval of the Government;
2. matters pertaining to creation and abolition of posts, appointments, promotions and confirmation of employee of Group `A' and `B' with the prior approval of the Government;
3. acceptance of resignations of employees of Group C and D.
4. acceptance of resignation of Group `A' and `B', employees and Member(s), with prior approval of the Government;
5. authorization of tours to be undertaken by any Member, officer or employee within the State and outside;
6. matters in relation to reimbursement of medical claims;
7. matters in relation to grant or rejection of leave(s).
8. permission for hiring of vehicles for official use;
9. nomination for attending seminars, conferences and training courses the State and outside;
10. permission for invitation of guest(s)/ experts to carry out training course;
11. matters pertaining to staff welfare and expenses;
12. sanction of new capital assets or scrapping/ write-off of capital assets which have become unserviceable or are considered beyond economical repairs;
13. matters relating to disciplinary action against any officer or employee of the Authority.
