The Central Authority may, with the previous approval of the Central Government, by notification, make regulations consistent with this Act and the rules made thereunder to carry out the provisions of this Act.
In particular, and without prejudice to the generality of the foregoing power, such regulations may provide for all or any of the following matters, namely:—
1. the manner of investigation and inquiry to be conducted by the Investigation Wing;
2. the manner of recall of goods or withdrawal of services;
