- The provisions of section 18 shall be without prejudice to the right of the consumers to approach a District Commission or State Commission or National Commission, as the case may be, under Chapter IV.
- The Central Authority, upon receiving a complaint from a consumer or upon a reference from the Central Government or a State Government, may conduct a preliminary inquiry and if so satisfied, proceed to investigate the complaint.
