It is therefore evident that construction of the opposite party's project has been completed and possession was offered on 47.09.209. The Secretary is directed to ensure that a recovery certificate is issued for delayed-period interest, if any, in accordance with the Bench's earlier order dated 25.07.209 in the matter in question.
