(1)
A committee may, with the approval of the State Government make regulations and inconsistent with this Act or the rules made thereunder for carrying out its functions under this Act.
(2)
In particular and without prejudice to the generality of the foregoing provision, such regulations may provide for all or any of the following matters
(i) the disposal of day-to-day proceedings and routine business,
(ii) the employment of officers and staff necessary for the performance of the duties and functions of the Committee of Management,
(iii) the terms and conditions of their employment, and
(iv) the manner in which any person who is not a member of the committee may be associated with any sub-committee constituted under Section 60.
