Every committee shall, in relation to the area for which it has been established, tender advice to the Assistant Commissioner of that area in respect of matters arising under Chapters VI and VII and, save as otherwise provided in Sub-sections (2) and (3) of Section 12, no Assistant Commissioner shall exercise his powers in such matters without obtaining and otherwise than in accordance with such advice.

Every committee shall perform such other functions as may be prescribed.
