- No alterations in or additions to the building in which the manufactory is established or the plant or apparatus installed for working therein shall be made without the prior permission of the Commissioner of Excise. But the manufactory officer-in-charge may permit minor alterations to be made in such building, plant or apparatus subject to the final approval of the Commissioner of Excise.
