- The Commissioner of Excise is authorized to sanction the remission of irrecoverable Excise Revenue. Application for such remission shall be submitted to him through the Superintendent of Excise.

Provided that without the sanction of the State Government no remission of fees shall be granted on account of excessive or reckless of speculative bidding at auctions.
