- The holder of a licence, permit or pass shall, on the expiry of his licence, permit or pass return the same in the office which granted it or if the conditions thereof provide for its disposal in some other manner, shall dispose of it in accordance with such conditions.

No new licence should be granted to a previous licence holder until he has returned his time-expired or cancelled licence to the Collector or satisfied the Collector that he cannot do so.
