Notwithstanding anything contained in these rules, no person shall manufacture, sell or offer for sale any brand of India made foreign liquor in bottles unless its brand name and label is registered with the Excise Commissioner and a certificate of registration is granted by him.

No bottle of India made foreign liquor shall be sold or offered for sale unless the bottle is properly capsuled and capsule bears the name of the distiller, compounder, blender or brewer of such brand of India made foreign liquor.
