The Selection Committee for appointment to the posts specified in column 1 of the Table below shall consist of the persons specified in the corresponding entry in column 2 of the said table.

An eminent academician representing
SC/ST/OBC/Minority/Women/Differently-abled categories if any of

Professor/Associate Professor
(1) Vice-Chancellor to be the Chairperson of the
selection committee.
(2) An academician who is the nominee of the
Visitor.
(3) Three experts in the concerned subject/ field
nominated by the Vice-Chancellor out of the panel of names
approved by Executive Council.
(4) Dean of the Faculty, wherever applicable.
(5) Head / Chairperson of the Department/School.
(6) An academician representing SC /ST /OBC
/Minority/Women/ Differently-abled categories, if any of the
candidates representing these categories is the applicant, to be
nominated by the Vice-Chancellor, if any of the above members of
the selection committee do not belong to that category.
At least four members including two outside

Assistant Professor
(1) The Vice-Chancellor shall be the Chairperson
of the selection committee.
(2) Three experts in the concerned subject
nominated by the Vice-Chancellor out of the panel of names
approved by the Executive Council.
(3) Dean of the concerned Faculty wherever
applicable.
(4) Head/Chairperson of the Department/School
(5) An academician nominated by the Visitor
(6) An academician representing SC / ST / OBC /
Minority / Women/ Differently- abled categories to be nominated by
the Vice-Chancellor or Acting Vice-Chancellor, if any of the
candidates representing these categories is the applicant and if
any of the above members of the selection committee do not belong
to that category.

Registrar/Finance Officer and Controller of
Examinations
(1) Vice-Chancellor to be Chairperson of the
selection committee.
(2) An academician who is the nominee of the
Visitors.
(3) Three experts in the concerned subject/field
out of the list recommended by the Vice-Chancellor and approved by
Executive Council.
(4) Dean of the Faculty.
(5) Head/Chairperson of the Department.

candidates representing these categories is the applicant, to be
nominated by the Vice-Chancellor, if any of the above members of
the selection committee do not belong to that category.

Selection Committee for the post of Librarian
shall be same as that of Professor, except that the concerned
expert in Library, Practicing Librarian, as the case may be, shall
be associated with the Selection Committee as one of the subject
experts.
College Principal
(1) Chairperson of the governing body as
Chairperson.
(2) Two members of the governing body of the
college to be nominated by the Chairperson of whom one shall be an
expert in academic administration.
(3) One nominee of the Vice-Chancellor who shall
be a Higher Education expert. In case of Colleges
notified/declared as minority educational institutions, one
nominee of the Chairperson of the College from out of a panel of
five names, preferably from minority communities, recommended by
the Vice-Chancellor of the affiliating university of whom one
should be a subject expert.

Note 1:
Where the appointment is being made for an
interdisciplinary project, the Head of the project shall be deemed
to be the Head of the Department concerned.
Note 2:
The Professor to be nominated shall be a
Professor concerned with the speciality for which the selection is
being made and that the Vice-Chancellor shall consult the Head of
the Department and the Dean of School before nominating the
Professor.
Note 3:
The Selection Committee shall recommend
appointment to the post of Registrar on tenure basis for a period
of five years and his tenure may be renewed for similar terms by
the Executive Council on the recommendations of the
Vice-Chancellor:
Provided that Officers of All India Services and
Central Services may be appointed on deputation to the post of
Registrar by the Executive Council on the recommendations of the
Vice-Chancellor on such terms and conditions as may be stipulated
by the Government of India.
Note 4:
In accordance with the guidelines received from
the University Grants Commission, the Finance Officer in the
Pondicherry University shall be appointed on deputation basis from
an organized Accounts/Audit Service.
Note 5:
The Selection Committee thus constituted shall
scrutinize the C.R. Dossiers and Personal Files received from the
organized Accounts Service, hold interview, if considered
necessary, and make recommendations for appointment to the post of
Finance Officer in the University.
(3)
The Vice-Chancellor, or in his absence, the senior-most Director, shall preside at the meetings of a Selection Committee.
(4)
The meetings of a Selection Committee shall be convened by the Vice-Chancellor or in his absence, by the senior-most Director.
(5)
The procedure to be followed by a Selection Committee in making recommendations shall be laid down in the Ordinances.
(6)
If the Executive Council is unable to accept the recommendations made by a Selection committee, it shall record its reasons and submit the case to the Visitor for final orders.
(7)
Appointments to temporary posts shall be made in the manner indicated below :-
(i) If the temporary vacancy is for a duration longer than one academic session, it shall be filled on the advice of the Selection Committee in accordance with the procedure indicated in the foregoing clauses:
(ii) If the temporary vacancy is for a period less than a year, an appointment to such vacancy shall be made on the recommendation of a local Selection Committee consisting of the Dean of the School concerned, the Head of the Department and a nominee of the Vice-Chancellor:
(iii) No teacher appointed temporarily shall, if he is not recommended by a regular Selection Committee for appointment under the Statutes, be continued in service on such temporary employment, unless he is subsequently selected by a local Selection Committee or a regular Selection Committee, for a temporary or permanent appointment as the case may be.
