The [Central Government] may make [rules] [ See the Petroleum Rules, 2002; the Carbide of Calcium Rules, 1937; the Cinematograph Film Rules, 1948; the Carbide of Calcium (Handling) Rules, 1957 and the Carbide of Calcium (Handling at Tuticarin) Rules, 1967.]-
(a) prescribing the conditions subject to which petroleum may be produced, refined or blended; and
(b) regulating the removal of petroleum from places where it is produced, refined or blended and preventing the storage therein and removal therefrom, except as [petroleum Class A] [ Substituted by Act 24 of 1970, for " dangerous petroleum " (w.e.f. 1.8.1976).], of any petroleum, which has not satisfied the prescribed tests.
