The Chief Commissioner may, from time to time, with the previous sanction of the Governor, General in Council, (a) appoint a Settlement-commissioner, and transfer to him, within any local area under settlement, all or any of the powers which the Commissioner of the division, if the land to be settled were wholly situate within such division, would otherwise exercise under this Act in matters connected with such settlement; and (b) delegation to him of Chief Commissioner's powers. delegate to the Settlement-commissioner such of his own powers in regard to matters connected with such settlement as he thinks fit.
