Every other revenue court may review its judgment, order or decree to correct clerical or arithmetical errors, or errors arising therein from any accidental slip or omission: Provided that no application for review shall be entertained-- (a) after the record has been submitted to a confirming court; or (b) if such application cannot be disposed of without recording further evidence.
