No owner, agent or master of [special trade passenger ship] [ Inserted by Act 69 of 1976, Section 13 (w.e.f. 1.12.1976).] shall carry or cause to be carried from any port or place outside India to any port or place in India a number of passengers greater than-

(a) the number allowed for the ship by or under this Part, or

(b) the number allowed by the licence or certificate, if any, granted in respect of the ship at her port or place of departure, whichever number is less.
