Whenever it appears to the Government or a competent authority that,—

Such additional Police shall be employed at the cost of the person by whom the work, amusement, manufactory or concern is being constructed, conducted or carried on and the said person shall pay the costs therefor at such rates and at such times as the Government or the competent authority, as the case may be, shall from time to time, require.
