—In this Act, unless the context otherwise requires,—

1. “prescribed” means prescribed by rules made under this Act;
2. “Tribunal” means a Water Disputes Tribunal constituted under section 4;
3. “water dispute” means any dispute or difference between two or more State Governments with respect to—
