conveys otherwise than by post, a letter within the exclusive privilege conferred on the Central Government by section 4, or

performs any service incidental to conveying, otherwise than by post, any letter within the exclusive privilege aforesaid, or

sends, or tenders or delivers in order to be sent, otherwise than by post, a letter within the exclusive privilege aforesaid, or

makes a collection of letters excepted from the exclusive privilege aforesaid for the purpose of sending them otherwise than by post, shall be punishable with fine which may extend to fifty rupees for every such letter.
