Notwithstanding anything contained in this Act and the Statutes:

(a) The first Vice-Chancellor, the first Registrars and the first Finance Officer shall be appointed by the Visitor and they shall be governed by the terms and conditions of service specified by the Statutes:

(b) The first Board of Management shall consist of not more than fifteen members who shall be nominated by the Visitor and they shall hold office for a term of three year; and

(c) The first Planning Board shall consist of not more than ten members who shall be nominated by the Visitor and they shall hold for a term of three years;
