Every information utility shall—

1. create and store financial information in a universally accessible format;
2. accept electronic submissions of financial information from persons who are under obligation to submit financial information under section 215;
3. accept, in such manner and form as may be specified, electronic submissions of financial information from persons who intend to submit such information;
4. meet such minimum service quality standards as may be specified by regulations;
5. get the information received, authenticated and verified in such manner as may be specified by regulations;
6. provide access to the information stored by it to any person who is entitled to such access under this Code or any other law for the time being in force;
7. publish such statistical information as may be specified by regulations; and
8. have inter-operability with other information utilities.
