(1)

The Secretary, Officers and servants shall be appointed on such terms and conditions as to serve as may prescribed by rules, or, as the case may be, by regulations made by the Committee.

(2)

The salary and allowances of the Secretary, Officers and servants of a Committee shall be paid out of such funds as may be prescribed.
