The President may by notification in the Official Gazette, make rules for the purpose of giving effect to the provisions of this Act.

(2)

In particular, and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters, namely :-

(a) grant of leave to a Governor under Section 4;

(b) matters relating to the household establishment provided to a Governor under Section 6;

(c) medical attendance, accommodation and treatment of a Governor and the members of his family under Section 7;

(d) the use of motor vehicles by the members of the family of a Governor under subsection 3 of Section 8;

(e) the travelling allowance on assumption or vacation of office of a Governor under Section 9;

(f) allowances for renewing the furnishing and for the maintenance of the official residences under Section 10;

(g) the privileges to which a Governor is entitled and the allowances or expenses payable to a Governor under Section 11.

Every rule made by the President under this Act shall be laid, as soon as may be after it is made, before, each House of Parliament, while it is in session, for a total period of thirty days, which may be comprised in one session or in two or more successive sessions, and if, before the expiry of the session immediately following the session or the successive sessions aforesaid, both Houses agree in making modification in the rule or both the Houses agree that the rule should not be made, the rule shall thereafter have effect only in such modified form or be of no effect, as the case may be, so, however, that any such modification or annulment shall be without prejudice to the validity of anything previously done under that rule.
