If an officer authorised under section 22 to exercise powers of entry, search and seizure, vexatiously and without any reasonable ground of suspicion, makes such search or seizure under this Act, he shall, on conviction, be punished with imprisonment for a term which may extend to one year, or with fine which may extend to ten thousand rupees, or with both.
