The deliberation at any meeting of the State Transport Authority shall be secret and no written note of all such deliberations shall be taken but for preparing the minutes, save and except in the case of a decision by circulation in which case the procedures as laid down hereafter shall be followed.

(2)

Save and except the circumstances as referred to in sub-rule (1) all the decisions arrived at the meetings of the State Transport Authority shall be in the form of minutes.

As soon as the meeting is over and not in any case beyond 7 working days after the meeting, the Secretary shall prepare with the assistance of the Deputy Secretary or the Assistant Secretary present at the meeting, the minutes of the meeting and present the same before the Chairman presiding over the meeting who shall approve of the same in conformity with the decisions taken in the meeting. With such approval, the minutes of the meeting shall be final and shall, subject to confirmation at the next meeting of the Authority, be the decision arrived at the particular meeting. The minutes thereafter be circulated among the members.
