(1)
The minimum educational qualification of drivers of meterless taxis engaged for carrying tourists shall be a pass in the School Final Examination of the Board of Secondary Education, West Bengal, or its equivalent :
Provided that relaxation in regard to this minimum educational qualification may be allowed by the State Transport Authority or a Regional Transport Authority in exceptional cases where a driver is qualified in other respects.

A driver of a meterless taxi engaged for carrying tourists shall -

In every meterless taxi engaged for carrying tourists there shall be maintained a Log Book in such form as the State Transport Authority may, from time to time, specify in this behalf.

In the case of a complaint made by a tourist of rudeness, misbehaviour, cheating or any other dishonesty against any driver of a meterless taxi engaged for carrying tourists, the matter shall be enquired into by the licensing authority or the Regional Transport Authority, and the driver, if found guilty on enquiry, may be disqualified for appointment as a driver, of tourist cars by the licensing authority on the report of the Regional Transport Authority or otherwise :
Provided that no such order disqualification shall be passed in respect of any driver unless he has been given an opportunity of being heard.
