Every power conferred by this Chapter on a Superintendent not specially empowered by the State Government to exercise that power or on any officer subordinate to him shall be exercised by him subject to the orders of the District Magistrate and all rules, regulations and orders made under this Chapter shall, if made by the Revenue Commissioner or the Commissioner, be governed by such rules and orders as the State Government may from time to time make in this behalf and, if made by the District Magistrate or the Superintendent specially empowered in that behalf, shall be subject to the provisions of section 17.
