For the purpose of receiving, storing, disinfecting, distributing or otherwise disposing of sewage, the commissioner may, when authorized by the corporation in this behalf-

(c) enter into an arrangement with any person for any period not exceeding twenty years, for the removal or disposal of sewage [within or without [Brihan Mumbai] [These words were added by Bombay 5 of 1905, Section 27.].]
