There shall be kept by the Commissioner under a separate heading in the municipal accounts, accounts of all receipts and expenditure of the corporation for, or in connection with, the purposes of clause (q) of section 61.

Such accounts shall be maintained so far as may be, in such manner and in such forms as the [Education Committee] shall from time to time prescribe in accordance with the rules contained in Schedule BBA.]
